tion in Great Britain, the University would serve a manifest need of China. We are of opinion that to achieve this end the following staff, in addition to that suggested above, would be necessary:-- (a) A part-time lecturer in Division I. The Director of the Institute, though holding a University professorship, would have important and multi- farious Government duties to perform. (b) In Division II an additional pathologist, not so much to teach but to deal with the rapidly We increasing amount of diagnostic work. think that this should be a Government ap- pointment.
(c) In Division III a chemist (Chinese), to lecture and demonstrate in a full Diploma course, on food and water analysis.
Accom- 34. If a Diploma course is to be provided the modation. following new buildings will be required :-
Division I. As the work of the Division will mainly be Government work, the cost should be borne by Government.
Divisions II and III. Increased space for parasitology and biochemistry will be required in the University. This can be obtained by the addition of one story in the existing Physiology building. The cost would probably be about $35,000.
Director 35. We believe that the Institute can function of the
satisfactorily only if the Deputy Director of Health Institute. Services is head of it and Professor of Preventive Medicine and Public Health in the University. In this view, Dr. Selwyn Clarke concurred.
Additional 36. (i) Staff: (a) Director and Head of Divi-

III Estimate in para. 27 above.
(iv) Total cost to University:
£880, $61,800 and the honor- arium of a part-time lecturer in Hygiene.
In the absence of a professional Parasitologist and Biochemist the Committee was unable to frame an estimate of the cost of initial equip- ment of the new laboratories pro- posed.
Research 37. (i) It was resolved that provision for nine Scholar- studentships or fellowships, tenable for one year, ships. though not essential to the scheme of an Institute of Public Health, would do much to guarantee its success as a contribution to the welfare of China. (ii) At $200 a month, the studentships would cost, at a maximum $21,600.
(iii) We recommend that the University should forego tuition fees and give free accommodation in Hostels to selected research students from China in the hope that one of the educational trusts would contribute a sum to meet the remaining costs of a studentship or fellowship scheme.
